EUDR Annex I commodities
EUDR Annex I: seven commodities, and the relevant products listed beside them
Direct answer. Regulation (EU) 2023/1115 Article 1 and Article 2 name the relevant commodities as cattle, cocoa, coffee, oil palm, rubber, soya and wood. Relevant products are the products listed in Annex I that contain, have been fed with or have been made using those commodities. Annex I is the table operators use to see whether a good is in that list. The annex classifies those goods in the Combined Nomenclature and can be amended, so a stored product row is not a substitute for the live text. Read Regulation (EU) 2023/1115 on EUR-Lex, including Annex I and any consolidated version EUR-Lex shows. This page does not copy Combined Nomenclature codes. It is not legal advice.
EUDR Records Manager (Shopify App Store · Write a review) keeps a supplier and commodity-lot registry with DDS reference numbers per product and flags missing supplier, country or DDS fields. It does not decide whether a good is in Annex I and it does not file a due diligence statement. This page is the commodity list — not the application dates and not a statement example.

Checklist: is the good an Annex I product?
- Open the live Annex I on EUR-Lex, including a consolidated version if one is shown. Do not stop at the commodity name.
- Match the good to a relevant product in the annex table, not only to the commodity heading (cattle, cocoa, coffee, oil palm, rubber, soya, or wood).
- Read the annex chapeau, including any exclusion for goods produced entirely from waste, before you treat a recycled good as in or out.
- If a later regulation amends the table, the amended annex controls. This page does not freeze a code list.
- Dates for who must comply are a different article. Use EUDR scope: 2026 vs mid-2027 and confirm them on EUR-Lex.
The seven commodities Article 1 names
Article 1 says the regulation lays down rules on placing and making available on the Union market, and on export from the Union, of relevant products listed in Annex I that contain, have been fed with or have been made using relevant commodities, namely:
- Cattle
- Cocoa
- Coffee
- Oil palm
- Rubber
- Soya
- Wood
Article 2 defines “relevant commodities” with that same list, and “relevant products” as products listed in Annex I that contain, have been fed with or have been made using relevant commodities. A commodity name on a product page is not, by itself, the annex row.
Derived products stay in the annex table
Annex I is headed “Relevant commodities and relevant products as referred to in Article 1”. It says the table lists goods as classified in the Combined Nomenclature set out in Annex I to Regulation (EEC) No 2658/87. Each commodity heading has relevant products beside it. Those product rows are the scope list. This page does not reprint them: a code copied here can lag an amendment. Read the rows on EUR-Lex.
The annex, as published with the regulation, also says that except for by-products of a manufacturing process where that process involved material that was not waste, the regulation does not apply to goods produced entirely from material that has completed its lifecycle and would otherwise have been discarded as waste, as those terms are defined in the annex. Confirm that sentence on the live annex before you rely on it. Delegated acts can change Annex I. If EUR-Lex shows a consolidated text, use that text for the current rows.
What this page is not
- Not legal advice, a customs classification, or a decision that a SKU is in scope.
- Not a Combined Nomenclature code list. The codes live in Annex I.
- Not the application-date split. That URL is EUDR scope: 2026 vs mid-2027.
- Not a due diligence statement. That URL is EUDR due diligence statement example.
