CLP pictogram and label size
Minimum CLP hazard pictogram and label size, and which text applies when
Direct answer. Annex I, section 1.2.1.3, of CLP Regulation (EC) No 1272/2008, in the wording Commission Regulation (EU) No 286/2011 put into that section, says: “Each hazard pictogram shall cover at least one fifteenth of the minimum surface area of the label dedicated to the information required by Article 17. The minimum area of each hazard pictogram shall not be less than 1 cm².” The dimension table that stood with it is section 1.2.1.4 as applicable on 9 December 2024. Regulation (EU) 2024/2865 Annex I, point (2), replaces that section 1.2.1.4 with a new Table 1.3, and point (3) adds section 1.2.1.5 on font and legibility. Point (2) does not replace section 1.2.1.3. Regulation (EU) 2025/2439 says Article 1, points (14), (15)(c), (26) and (27), points (2) and (3) of Annex I and point (2) of Annex II of 2024/2865 shall apply from 1 January 2028. The same regulation says that, by way of derogation from section 1.2.1 of Annex I as applicable on 9 December 2024, substances and mixtures may until 31 December 2027 be labelled and packaged in accordance with those Annex I points (2) and (3). CLPLens: CLP Hazard Display (Shopify App Store · Write a review) records CLP hazard display data, creates product hazard profiles with GHS pictograms and statements, reviews missing hazard fields before publishing, and syncs app-owned metafields for theme-block storefront display. The listing does not say it measures a pack label or classifies a mixture. Which Article 17 elements a label mentions is the label-elements checklist.

Checklist before you treat a pictogram as large enough
- Read section 1.2.1.3 on EUR-Lex for the one-fifteenth sentence and the 1 cm² floor. Point (2) of Annex I to Regulation (EU) 2024/2865 does not replace that subsection.
- Until 31 December 2027, section 1.2.1 as applicable on 9 December 2024 is the text the derogation in Regulation (EU) 2025/2439 measures the old rules against. The new table and font rules may be used in that window. They apply from 1 January 2028.
- Quote every millimetre and x-height from Table 1.3 in the act you are applying. Do not mix the 9 December 2024 capacity rows with the 2024/2865 rows.
- The list of Article 17 elements is a different page. This page is size and legibility.
- A distance-sale offer is Article 48a, not this size table. The product-page note is below, and the walkthrough is CLP hazard pictograms on the product page.
Section 1.2.1 as applicable on 9 December 2024
Regulation (EU) 2025/2439 names “section 1.2.1 of Annex I … as applicable on 9 December 2024” as the text the derogation departs from. In that section, 1.2.1.3 is the one-fifteenth rule quoted above. Section 1.2.1.4, Table 1.3, as Commission Regulation (EU) No 286/2011 printed it, and as it still stood before point (2) of Annex I to Regulation (EU) 2024/2865, is:
- Not exceeding 3 litres: label, if possible, at least 52 × 74; pictogram, not smaller than 10 × 10, and if possible, at least 16 × 16. No font column.
- Greater than 3 litres but not exceeding 50 litres: label at least 74 × 105; pictogram at least 23 × 23.
- Greater than 50 litres but not exceeding 500 litres: label at least 105 × 148; pictogram at least 32 × 32.
- Greater than 500 litres: label at least 148 × 210; pictogram at least 46 × 46.
Dimensions are in millimetres, for the information required by Article 17. That is the table the 9 December 2024 text uses. It is not the table that applies from 1 January 2028.
Table 1.3 and section 1.2.1.5 from 1 January 2028
Annex I, point (2), of Regulation (EU) 2024/2865 replaces section 1.2.1.4. The new heading is “Minimum dimensions of labels and pictograms and minimum font size”. The capacity rows, copied from that Official Journal table, are:
- Not exceeding 0,5 litres: label, if possible, at least 52×74; pictogram, not smaller than 10×10, and if possible, at least 16×16; minimum font size (x-height in millimetres) 1,2. The label and pictogram cells are shared with the next row.
- Greater than 0,5 litres but not exceeding 3 litres: the same label and pictogram cells; x-height 1,4.
- Greater than 3 litres but not exceeding 50 litres: label at least 74×105; pictogram at least 23×23; x-height 1,8.
- Greater than 50 litres but not exceeding 500 litres: label at least 105×148; pictogram at least 32×32; x-height 2,0.
- Greater than 500 litres: label at least 148×210; pictogram at least 46×46; x-height 2,0.
Point (3) adds section 1.2.1.5. The text on the label shall be: (a) printed in black on a white background; (b) the distance between two lines shall be at least 120 % of the font size; (c) a single font that is easily legible and without serifs shall be used; (d) the letter spacing shall be appropriate for the selected font to be easily legible. For inner packaging where the contents do not exceed 10 ml, the font size may be smaller than Table 1.3, as long as it remains easily legible, where it is deemed important to place the most critical statement, such as a hazard statement or EUH statement, and where the outer packaging meets Article 17.
Those two annex points apply from 1 January 2028. Until 31 December 2027 they may be used under the derogation, in place of section 1.2.1 as applicable on 9 December 2024. ECHA’s CLP labelling page points back to the regulation. The figures on this page are the EUR-Lex ones.
A product page is a different article
Regulation (EU) 2024/2865, Article 1, point (26), replaces Article 48 (advertisement). Point (27) adds Article 48a: “When substances or mixtures are placed on the market through distance sales, the offer shall clearly and visibly indicate the label elements referred to in Article 17.” Regulation (EU) 2025/2439 puts points (26) and (27) in the same 1 January 2028 application sentence as the new size and font rules. What to show on the offer is CLP hazard pictograms on the product page. This page does not repeat that job. Candles and wax melts are a separate label page. The UFI is a separate code.
What this page is not
- Not legal advice, a label measurement, or a classification.
- Not a substitute for the live CLP annex, Regulation (EU) 2024/2865, or Regulation (EU) 2025/2439.
- Not the Article 17 element list. That URL is CLP label elements checklist.
- Not the distance-sale product page. That URL is CLP hazard pictograms on the product page.

Not legal advice. Confirm section 1.2.1 of Annex I, Regulation (EU) 2024/2865 Annex I points (2) and (3), and Regulation (EU) 2025/2439 before you treat a pictogram or a font size as in or out of the rule that applies on a given date. The app displays hazard content you enter. It does not measure the pack.
