EUDR Annex I lists in-scope goods by CN code under seven commodities

Direct answer. Annex I of Regulation (EU) 2023/1115 lists in-scope goods by Combined Nomenclature code under seven commodities: cattle, cocoa, coffee, oil palm, rubber, soya, and wood. The text copied below is the consolidated English annex, CELEX 02023R1115-20260918, reference line 02023R1115 — EN — 18.09.2026 — 003.001. That consolidation includes amendments by Commission Delegated Regulation (EU) 2026/2102 of 13 July 2026. Some rows say they apply from 30 December 2027. This page does not decide whether a good is in scope. It is not legal advice.

EUDR Records Manager (Shopify App Store · Write a review): “Track supplier lots, product links, missing fields, document packs, CSV exports, and audit logs for EUDR record review.” It does not classify goods or decide scope.

Annex I chapeau

The consolidated annex says: “The following table lists goods as classified in the Combined Nomenclature set out in Annex I to Regulation (EEC) No 2658/87 that are referred to in Article 1 of this Regulation.”

The next paragraph says: “Except for by-products of a manufacturing process, where that process involved material that was not waste as defined in Article 3, point (1), of Directive 2008/98/EC, this Regulation does not apply to goods if they are produced entirely from material that has completed its lifecycle and would otherwise have been discarded as waste as defined in Article 3, point (1), of that Directive.”
